Strengthening the European Union’s Rapid Response Capability

The MILEX 26 exercise, together with the LIVEX component of the EU Rapid Deployment Capacity (RDC), stands out as one of the most significant military training events of the year for the European Union. Specifically designed to test the EU’s military readiness and its ability to respond to external conflicts and crises, the exercise is based on a realistic Peace Enforcement scenario based in Augustia (African Continent), simulated at the National Training Centre “San Gregorio” (Zaragoza). The scenario is the same from previous  MILEX exercises but with different storyline and actors, enabling a coherent assessment of progress in multinational operational planning and execution.

Framework of MILEX 26 / RDC LIVEX 26

Within the framework of MILEX 26 / RDC LIVEX 26, several key training objectives are being pursued. Among them is the preparation of the Military Planning and Conduct Capability (MPCC) and the EU Rapid Response Force, both in planning and conducting a rapid deployment operation. The exercise will also serve as the official certification of Eurocorps as the Force Headquarters (F)HQ provider for the European Union Battlegroup (EUBG) 2026-II/2027-I.

Planning began in January and was conducted over four weeks at the Aubert de Vincelles Barracks (AdV), headquarters of Eurocorps. The first phase focused on Comprehensive  Understanding and Operational Environment (CUOE), aimed at assessing the impact of the operational environment on military operations within the future Joint Operational Area (JOA).

The CUOE products were presented through a briefing to participants in the subsequent phase, the Joint Operations Planning Group (JOPG), who will use this information to carry out the next phase of planning over the coming weeks. It should be noted that this is an EU exercise with the EUMS and the MPCC acting as the Training Audience (TA). The Officer Conducting the Exercise (OCE) is the Director of the Military Planning and Conduct Capability (DirMPCC) A collaborative Crisis Response Planning (CRP) with the Operations HQ in Brussels, lead by CJ5 .

In this way, during the months leading up to the deployment, Eurocorps makes a decisive contribution to the operational planning process (OPP) of MILEX 26, demonstrating its ability to integrate all necessary analytical factors for military decision-making at the strategic-operational level.

 

Through this exercise, the European Union, via the MPCC and Eurocorps, reaffirms its commitment to a common defence capable of responding to emerging challenges, thereby consolidating the role of Eurocorps Headquarters as a key element of the EU’s rapid response capability.
